As the year draws to a close, everyone at the BC Marine Terminal Operators Association extends our warmest holiday wishes to our members, partners, stakeholders, and the broader marine community. This season is a wonderful time to reflect on the progress we’ve made together and to express our gratitude for the collaboration, hard work, and shared commitment that keeps goods moving safely and efficiently through BC’s ports.

Since 1963, the BCMTOA has been proud to serve as the voice of marine terminals in British Columbia, advocating for safe, reliable, and environmentally responsible operations that support not only local communities but also the national and global economy.


This past year has once again reminded us of the strength of our industry and the importance of the relationships we’ve built throughout the province and beyond. Whether it’s advancing responsible growth, engaging with stakeholders, or ensuring the continued efficiency of trade through Canada’s Pacific Gateway, we couldn’t do any of it without your support and partnership.

Starting on Saturday, November 29th, with the ships coming by at the Port Moody’s Cheer at the Pier.

Bring the whole family and experience the magic of the lighted Christmas Ships on the water!

A Christmas tradition is the annual Santa’s Christmas Ships which takes place over a number of December evenings in different parts of Metro Vancouver.

Santa’s Christmas Ships sail through the waters of Port Moody, Belcarra, Deep Cove, and part of North Vancouver. The boats are decorated with Christmas lights and make evening appearances in different waterfront neighbourhoods.

As of November 2025, it is hoped that boats will be visible on the following evenings. Unless stated otherwise, cruises typically take place between 7:00 pm and 9:00 pm. All dates are subject to change due to weather conditions.

  • Saturday, November 29th, 2025: This event is open to the public at Rocky Point Park in Port Moody for Holiday Cheer at the Pier. Santa appears in the park for photos starting around 5:00 pm. The Ships are expected at approximately 6:00 pm.
  • Friday, December 5th, 2025: Christmas Ships cruise by Cates Park, Dollarton and Belcarra Bay.
  • Saturday, December 6, 2025: This event is open to the public for the Christmas Ships Party, featuring a bonfire and live music at Panorama Park in Deep Cove.
  • Friday, December 12th, 2025: Ships cruise by Woodlands and Brighton Beach (water-access communities only).
  • Saturday, December 13th, 2025: The Christmas fleet cruises by the water access communities of Belcarra and Dollarton.
  • Friday, December 19th, 2025: The route is yet to be announced. Visit Santa’s Christmas Ships Facebook page for the latest updates.
  • Saturday, December 20th, 2025: The final cruise passes by Bedwell Bay and Farrer Cove, which has water access only.

For Waterfront Residents & Viewers, The skippers LOVE when you light up your docks and seawalls – it helps them navigate safely and come in closer for a better show! Flash your house lights, make some noise, wave, cheer – they can see and hear you! And answer back with big horn blasts and holiday cheer from the fleet!

Also they are looking forward to welcoming new Skippers to the Santa’s Christmas Ships 2025.

There are also a few boat parties happening this winter. Vancouver Boat Parties, for example, hosts two New Year’s Eve parties on December 31st. One is the New Year’s Eve Boat Cruise on the Burrard Queen and the other is Hip Hop X Latin NYE Boat Party on the Magic Spirit Yacht. Vancouver Boat Parties also has its annual Christmas on the Waves boat cruise on December 13th.

Pembina and the Breakfast Club will celebrate ten years of partnership in 2026. Over the past decade, Pembina’s support has helped sustain and expand breakfast programs across Alberta and British Columbia, ensuring hundreds of students have consistent access to a nutritious morning meal. These programs do more than fill bellies — they boost concentration, attendance, and the confidence children bring to the classroom.

We were pleased to see how our industry partner, Neptune Terminals, is embracing this through meaningful steps of Indigenous reconciliation.

In a recent initiative, Neptune Terminals commissioned a mural by celebrated Coast Salish artist Xwalacktun (Rick Harry) to honour the rich cultural heritage of the North Shore’s neighbouring Nations—the Squamish Nation and the Tsleil‑Waututh Nation. This work, displayed prominently in their newly relocated office space, features a wolf (representing the Tsleil-Waututh), a thunderbird (representing the Squamish), and cedar branches (symbolizing the cedar-brushing cleansing ceremony). The space has been fittingly named the “Cedar Room.” Waterfront Council

But reconciliation at Neptune goes beyond art. They’re building learning opportunities through employee sessions on the history and legacy of residential schools and colonization, and by financially supporting the Indian Residential School Survivors Society. Waterfront Council

Recognizing the future leaders of our communities, Neptune has also invested in Indigenous youth through:

  • A donation of over $10,000 to Indigenous student endowments at Capilano University. Waterfront Council
  • Annual scholarships via ACCESS, an organization supporting Aboriginal people in Greater Vancouver. Waterfront Council
  • Engagement in community events raises funds for Indigenous education. Waterfront Council

Looking ahead, Neptune is preparing an orientation program in partnership with the Squamish Nation, aimed at opening pathways into the waterfront industry for Indigenous community members. Waterfront Council

At BC Marine Terminals, we applaud these initiatives. They reflect the meaningful integration of reconciliation into everyday operations—building trust, honouring relationships, and creating shared opportunity. Reconciliation is a journey—and one that strengthens us all when taken together.

The BCMEA Welcomes the Ready and Rogers Industrial Inquiry Commission Report 

Vancouver, June 12, 2025 — The BC Maritime Employers Association (BCMEA) welcomes the federal government’s Industrial Inquiry Commission (IIC) report by respected labour relations experts Vincent Ready and Amanda Rogers on longshoring labour disputes at Canada’s West Coast ports.

The findings and recommendations outlined in this report are thorough, balanced, and provide a clear path forward for the federal government, the BCMEA and the International Longshore and Warehouse Union — one that, if acted upon, will advance long-term stability at Canada’s West Coast ports to the benefit of all parties.

As Canada urgently pivots to new, more reliable trading partners and builds a single Canadian economy, our competitiveness and economic success hinge on the reliability and long-term stability of our West Coast ports.

The BCMEA is committed to working constructively with the Minister of Jobs and Families Patty Hajdu and Secretary of State (Labour) John Zerucelli, our labour partners and other interested parties to realize the objectives and recommendations contained in the report, for the benefit of all Canadians.

That’s why we’re highlighting the Greater Vancouver Board of Trade’s (GVBOT) latest policy report, Simplify to Grow: Boosting Business in British Columbia, which outlines practical steps to improve competitiveness, reduce regulatory friction, and open the door to sustainable growth.

This report is part of GVBOT’s broader Agenda for Growth – The 3% Challenge campaign, which challenges British Columbia to aim for 3% annual real GDP growth—an ambitious, yet critical, target to drive long-term prosperity.

As the report makes clear, B.C. businesses are facing significant structural hurdles.

From rising operational costs to long permitting timelines and compliance burdens, these issues don’t just affect the private sector—they have real implications for housing, investment, and job creation across the province.

The data is sobering:

  • Since 2022, B.C. has seen $6.5 billion in cumulative added costs to businesses.
  • Permitting for major projects can take up to 15 years.
  • Industrial land scarcity has pushed 5.1 million square feet of opportunity to Calgary.
  • Compliance costs for small businesses are seven times higher per employee than for large firms.

The GVBOT’s report outlines three core areas where reforms are urgently needed:

1. Lower Costs:
Suggestions include increasing the Employer Health Tax exemption, exempting PST on machinery and equipment, and creating mechanisms like a “Red Tape Veto” to reduce unnecessary regulatory burdens.

2. Build Faster:
Calls for streamlined permitting processes, centralized reporting systems, and a renewed push to bring industrial lands online are central to boosting efficiency in project delivery.

3. Expand Opportunity:
Removing interprovincial trade barriers and supporting small business exporters are key to ensuring B.C. businesses can scale and compete globally.

These are not abstract challenges—they directly impact infrastructure development, job security, and the competitiveness of the supply chain and logistics sectors we’re proud to be a part of.

As BC Marine Terminals continues to advocate for a strong and sustainable trade gateway, we support these recommendations and the broader call for a growth-focused strategy in B.C. By raising $4 million over the past two years, Pembina and the Collective have helped expand Classroom Champions’ reach, ensuring that thousands of students—particularly in underserved, rural, and Indigenous communities across British Columbia, Alberta, and Saskatchewan—have access to meaningful mentorship and social-emotional learning programs. With 87 schools receiving funding, 380 teachers enrolled, and 31 Indigenous communities signing up for customized programs, this initiative is fostering a more inclusive and supportive learning environment for nearly 10,000 students.

More than 300 Olympic, Paralympic, university, and professional athletes are dedicating their time to mentor and guide these students, helping them build resilience, confidence, and essential life skills. The award-winning Canada Place terminal at the Port of Vancouver is expected to welcome 327 cruise ship visits and 1.32 million passengers between March 11 and October 29, 2024—breaking the previous record for passengers set last year by more than 80,000 (a 7% year-on-year increase).


“We want to thank everyone who helped 2024 be such a successful cruise season in Vancouver—to have back-to-back record years run so smoothly is a huge accomplishment and testament to the dedication of those involved,” said Shri Madiwal, Vice President of Operations and Supply Chain at the Vancouver Fraser Port Authority, the federal agency that enables growing trade through the Port of Vancouver, including cruise, while protecting the environment.+


In 2024 the award-winning Canada Place cruise terminal was nominated for the following awards: Seatrade Cruise’s ‘Port of the Year’, and the World Travel Awards ‘North America’s Leading Cruise Port’ and ‘World’s Leading Cruise Port’.

By joining forces with organizations such as the GVBOT, BCC, CFIB, COFI, ICBA, MABC, and the business caucus, we sent a strong message: we are united and committed to working together to achieve real results for our members and all British Columbians.

To help voters make informed decisions on election day, we jointly sent each party leader a survey asking them to share their plans for addressing economic challenges in the province. The responses will be published in the Vancouver Sun on October 5, and we will share the answers directly with you via email.

Our joint press release, including the survey questions and BCBC’s economic backgrounder shared with the media during today’s press conference, are available online.

In other election-related news, our election series, hosted by KPMG in partnership with Stu McNish and Conversations Live, is just around the corner. We’re very excited to be hosting all three party leaders for in-depth conversations with our members.

In the coming weeks, our economists will be combing through all the party platform material to put together a list of relevant commitments our members.

We have also not forgotten about the upcoming US election. I’m thrilled to announce that BCBC will be hosting a virtual keynote presentation by David Frum on October 29th focusing on the presidential election and its implications for Canadians. STICKER SHOCK- THE RISING COSTS OF EVERYTHING

In case you missed it, we recently released our Sticker Shock series produced by David Williams which dives into the cost of living in B.C.

According to the analysis, since 2019, the average cost of living has jumped by 21% with essentials like food and shelter seeing sharp increases of 27% and 29% respectively.

As British Columbians prepare for the October provincial election, where inflation is a concern, this series provides valuable insights into how these rising costs affect daily life as well as the solutions needed to address the problem.

Advice to Federal Government on Regulation Emphasizes Need for Mindset Shift

Canadians are facing rising costs of living and low productivity. The External Advisory Committee on Regulatory Competitiveness (EACRC), chaired by BCBC’s President and CEO, Laura Jones, is tasked with advising the federal government on how smarter regulations can help tackle both issues.

By reducing unnecessary red tape, governments can improve productivity, save time, and boost wages, leading to better living standards for all.

Simple changes, like reducing paperwork for doctors or speeding up housing permits, show how this is possible.

The appeals argue that the workers’ Charter rights were infringed by the Minister’s referrals and the Canadian Industrial Relations Board’s (CIRB) decisions.

The union’s action comes in the wake of the federal government’s intervention to prevent a national rail shutdown, which was set to impact Canada’s economy severely. The TCRC claims that the imposed arbitration violates fundamental rights protected under the Canadian Charter of Rights and Freedoms, raising concerns about how the government handled the labour dispute.

The Economic Impact of the Rail Strike

A rail strike of the magnitude that was averted could have caused significant disruptions to Canada’s supply chain, affecting industries across the country. Their team’s passion for hockey and the Foundation’s charitable efforts made this collaboration a perfect match. This partnership allows them to give back to the community in North Vancouver and throughout BC more meaningfully.

Through this investment, Neptune raised additional funds for the North Shore Waterfront Gala this year. They auctioned off the incredible opportunity to skate with the Canucks Alumni, which allowed participants to scrimmage with former Canucks players, hang out in the dressing room, and engage in some solid hockey chat.

“This partnership allows Neptune to reach a different demographic on the North Shore through alumni player appearances and other community events,” says Robin Wyss, Executive Director of the Vancouver Canucks Alumni Foundation. “We can work together to support youth education, mental health, and other important community issues through the game we all love.”

The Vancouver Canucks Alumni Foundation also distributes over $50,000 annually to students across BC to support their academic pursuits.

Viterra has partnered with the Canadian Foodgrains Bank for the ninth consecutive year, reaffirming their commitment to combating global hunger amid ongoing crises fueled by conflict, climate change, and economic challenges.

Continued Support and Generosity

In 2024, Viterra is donating 267 acres of land at five terminals in Alberta and Saskatchewan. Volunteer farmers use this land to grow crops, with the proceeds going to the Foodgrains Bank to support global hunger relief efforts.

Community-Driven Initiatives

These community-led projects enhance local agriculture and generate funds to fight hunger worldwide. “With 783 million people experiencing hunger globally, the support from organizations like Viterra is invaluable,” says Andy Harrington, executive director of the Foodgrains Bank.

Participating Terminals

This year, terminals in Lethbridge and Trochu, Alberta, and Balgonie, Grenfell, and Raymore, Saskatchewan, are involved, contributing 267 acres. “For nearly a decade, we’ve proudly supported the Canadian Foodgrains Bank,” says Kyle Jeworski, CEO of Viterra Canada.

Holistic Food Security Efforts

The Foodgrains Bank implements emergency and long-term projects to reduce hunger and improve resilience through sustainable practices. Viterra also donates $5 for every tonne of crops contributed through its Western Canada grain elevators.

Our Exemplary Leaders Awarded! https://bcmarineterminals.com/2023/12/06/our-exemplary-leaders-awarded/ Wed, 06 Dec 2023 16:01:24 +0000 https://bcmarineterminals.com/?p=2796 Our Stephanie Jones, President and Bill Mooney, Executive/Board Member, received the Exemplary Service Medal for their work during the Supply Chain recovery following the atmospheric river in 2021. The ceremony had been delayed and was conducted in September 2023.

The Supply Chain Recovery Working Group (SCRWG) was established by Transport Canada and the BC Ministry of Transportation and Infrastructure due to high flooding levels in 2021. Within a day of atmospheric rivers touching Southern BC, 4 million people lost power, flooding and mudslides blocked roads and essential highways, international supply chains through Canada’s largest port and 4,000 trucks were stagnant, and heavily impacted food and fuel accessibility.

In a proactive and rapid response to this crisis, the federal and provincial government, industry partners, and transport providers were assembled to form the SCRWG, and began responding to critical issues, while collaboratively communicating with essential establishments to re-enable their operations. Partnerships were formed amongst the Group, and the diversity of expertise led to faster reestablishment of certain services and goods. The SCRWG accomplished a common purpose during a disaster, and they were exemplary leaders and benefactors in the emergency recovery.

 There have been a number of reports directed at the Supply Chain over the past few weeks. 

The Government of Canada tabled Bill C-33 – Strengthening the Port System and Railway Safety in Canada Act. Bill C-33 (44-1) –  An Act to amend the Customs Act, the Railway Safety Act, the Transportation of Dangerous Goods Act, 1992, the Marine Transportation Security Act, the Canada Transportation Act and the Canada Marine Act and to make a consequential amendment to another Act was introduced yesterday in parliament.

The BC Marine Terminals Operators Association (BCMTOA) has been looking forward to the results of the Port modernization review since our submission to the Minister of Transport in 2018.  In its submission to then Transport Minister Marc Garneau the BCMTOA stressed the need for a national ports framework that is more open and transparent and to redefine the concept of mandates in federal legislation in a manner that better explains the role and responsibilities of Canada’s port authorities, while providing for enhanced accountability.  Stakeholders must also have established avenues for meaningful input into decision-making, a critical component of ensuring that our ports remain globally competitive.

In our most recent submission to the National Supply Chain Task Force, the BCMTOA recommended that the Government of Canada establish a truly national framework approach for the port and maritime sector in this country. One enabling mechanism is the implementation of a national transportation strategy involving provinces, municipalities, indigenous communities, and industry that identifies and protects national transportation corridors like the Asia-Pacific Gateway.

The BCMTOA applauds the government of Canada for its acknowledgement of the importance of the private sector in creating jobs, growth, and capital investments in Canada’s marine economy. 

Notably we are supportive of these specific elements of Bill C-33.

  • Enhancing clarity and predictability to the market so investors can act with confidence, while providing due diligence by government to ensure investments are in Canada’s national interest. 
  • Including public interest factors as part of the criteria for investment reviews, including assessment of competition on a regional gateway-level to ensure inter-port competition. 
  • A streamlined review process for port authorities’ borrowing limits, that balances private sector interests and creates a competitive environment for investment dollars.

The Bill expands the authority of ports to regulate and manage vessel traffic (essential to the VFPA’s AVTM implementation) – including moorage and anchorage to promote the efficiency of the supply chain.  It expands the role of the Minister to direct some Port activities and may support intervention to prevent interference in the supply chain when needed.  In addition, bill C-33 will demand data sharing to support the supply chain visibility objectives of the VFPA (reinforced by the National Supply Chain Taskforce recommendations).

This legislation amends seven existing laws including the Canada Marine Act, the Customs Act, the Canada Transportation Act, the Railway Safety Act, the Transportation of Dangerous Goods Act, the Marine Transportation Security Act, and the Transportation Appeal Tribunal of Canada Act. The Bill seeks to expand the authority of ports to include vessel traffic and anchorage management and includes provisions to support the Government of Canada’s new policy on port investment

The Standing Committee on Transport, Infrastructure and Communities recently released a report entitled “Improving Efficiency and Resilience in Canada’s Supply Chain.” The report made 43 recommendations aimed at increasing the strength and resilience of regional, national, and global supply chains, including actions to improve supply chain visibility, identify and address bottlenecks, and improve current and future infrastructure.  Many of the recommendations align with the National Supply Task Force Report and it also includes establishing a National Anchorage Strategy that supports Canada’s trade ambition and provides surge capacity during supply chain disruptions.

BCMTOA continues to engage with supply chain partners to understand the impact and develop appropriate responses.  The Minister has positioned the elements introduced in C-33 to be essential to “help address a root cause of inflation by strengthening the country’s supply chain through port competitiveness and rail safety”.  As such, Bill is likely proceed swiftly to second reading and be referred for consideration by a parliamentary standing committee.

Canpotex markets and exports Saskatchewan potash to over 40 countries around the world on behalf of its shareholders, Nutrien and Mosaic.

Potash is a non-toxic, naturally formed grouping of potassium-rich salt minerals, used mainly in agriculture as a fertilizer, helping increase the per-acre yield of crops. Less commonly, potash is also used as an industrial ingredient. Canada—specifically, Saskatchewan—has the largest and richest potash resources in the world.

Canpotex has access to four marine terminals to help deliver its potash. However, the majority of its potash is shipped from Saskatchewan via railcar to Neptune’s terminal where it
is loaded onto vessels destined for overseas markets like Indonesia and India. Neptune has an annual throughput capacity of approximately 11 million metric tonnes (MT) and 230,000 MT storage capacity.

A little bit about GCT… Over a century of experience

June 21 is National Indigenous Peoples Day in Canada. First celebrated in 1996, the day — which falls on the summer solstice — is meant to recognize and honour First Nations, Inuit and Métis cultures.

Canada’s National Indigenous Peoples Day gives us a chance to recognize the many achievements of the country’s Indigenous peoples. The day also celebrates the distinct cultures and unique traditions of these native communities. Three Indigenous peoples groups exist in Canada: the Inuit, First Nations, and Metis. Recent statistics put their population at just under 1.7 million. Festivities celebrating National Indigenous Peoples Day are held all throughout Canada every year on June 21.
